Seamless VoIP Telephony Upgrade by C1Gov at Joint Base Charleston

At Joint Base Charleston, C1Gov performed a strategic replacement of outdated infrastructure to a state-of-the-art VoIP solution with Avaya’s Enterprise Session Controller. The systems upgrade enhances communication capabilities while adhering to Department of Defense standards, and achieving cost-effective, efficient telephony integration.


Joint Base Charleston faced the daunting task of upgrading its outdated Local Session Controller (LSC) and Time-Division-Multiplexing (TDM) system. The base required a robust VoIP telephony solution that complied with stringent Department of Defense (DoD) Unified Communications Requirements (UCR), Risk Management Framework (RMF), and other relevant guidelines. This upgrade was not just a technical enhancement but a strategic move to align the base’s communication infrastructure with contemporary standards and future needs.

The challenge extended beyond mere equipment replacement; it encompassed integrating the new system with existing government-furnished equipment (GFE) and licenses.
